GOCEMS provides digital infrastructure for continuous environmental monitoring, helping industries, environmental professionals and regulators make better decisions through reliable, accessible emissions data.
Built in Accra for the plants that actually emit
GOCEMS is Ghana’s online continuous emissions monitoring system — a public–private platform owned by the EPA. Analyzers at the stack feed a record that validates, stores and reports, so an exceedance is a notification, not a reconstruction.
Operators, environmental teams and regulators should not be working from three versions of the same hour. One facility model, one validated series, one signed record.
From a delayed sheet to a live national record
For years Ghana’s industrial monitoring was periodic and self-reported. By the time a result reached the EPA, the episode had already passed. GOCEMS was built to close that gap — a national platform, owned by the EPA, that takes stack, effluent and noise readings as they happen.

The EPA’s mandate
The Environmental Protection Agency Act (Act 490) establishes Ghana’s EPA — to prescribe pollution standards, issue permits and enforce environmental controls. GOCEMS still sits on that spine.

Permits and annual reports
The Environmental Assessment Regulations (L.I. 1652) make registration, an environmental permit and an annual environmental report a legal duty for listed industrial undertakings.
- Partnership
Owned by the EPA, built with partners
The EPA enters a public–private partnership with ECHT Environmental Services Limited. United Platform Solutions Limited is the technology partner. The platform is owned by the EPA and implemented in pursuance of Act 490 and L.I. 1652.
- The system
Analysers, a logger, a national portal
Three components are specified: online analysers at the source, a Data Acquisition System that validates and stores readings, and an EPA portal. Outputs feed the DAS; validated series go through a cloud path to servers at EPA Head Office. The brief covers air emissions, effluent and ambient noise.
- July 2025
National launch in Accra
On 30 July 2025, EPA CEO Professor Nana Ama Browne Klutse launched GOCEMS as a national system — a break from self-reporting. Readings go to a central EPA control room so a spike is caught while it is still happening. The Ministry of Environment, Science, Technology and Innovation backed the launch. Participation is compulsory for industries operating in Ghana.
At the launch, Professor Klutse cited World Bank figures putting the cost of environmental degradation in Ghana at US$6.3 billion in 2017 — about 11 per cent of GDP — with air pollution alone above US$2.4 billion. Updated Environmental Assessment Regulations (L.I. 2504) keep monitoring inside the permit. GOCEMS is how that condition is met in real time, rather than by a delayed laboratory sheet.
